On January 14, 1958, France issued its first official stamp for the European Counsel. The stamp was an overprint provisional based on the French stamp “Cathedral of Rouen”. The upper left overprint read “Conseil de L'Europe”. The issued stamps were out of stock quickly. Therefore, in February 1958, a second issue followed. On October 11, 1958,  the first dedicated European Counsel stamps were issued and in consequence the provisional stamp was withdrawn from sale. A total of 1.04 million copies were sold.
