Congo-Brazzaville intended to issue stamps in 1996 featuring “Rural woman with child". Parts of the issue were allegedly stolen on their way from the printing house to the capital. Therefore the stamps were not issued. However, many of the stamps were used as postage on letters and were also accepted. In 1998, very similar stamps in terms of the cliché were issued, once with the overprint “AUTORISÉ", in the other case with the overprint "LÉGAL".
