On July 20, 1962, Mongolia issued four stamps commemorating the 800th birthday  of the Mongolian Emperor Genghis Khan. The Soviet Union and China at the time had their relationships soured and there was dispute among them as to the historic role of Genghis Khan. In addition Moscow put pressure on Mongolia related to the stamps. As a consequence the stamps were withdrawn.

Specifically the stamp with the image of Genghis Khan and the “Paiza with inscription” stamp were the culprits. Only in the course of the 1980s were the stamps again released as valid franking. In addition, parts of the stamp series were overprinted in 1989 commemorating the 800th anniversary of the crownation of Genghis Khan, reading „CHINGGIS KHAN / CROWNATION / 1189“.
