On October 12, 1968, the Philippines intended to issue commemorative stamps and 2 sheetlets dedicated to the 1968 Olympic Summer Games and the stamp exhibition „EFIMEX '68“. The stamps were supposed to be a contractually agreed stamp agency issue. The Philippine government did however withdraw from the contract. While part of the stamps were already being sold, they never became valid for franking.
